Training for Security Control Room operators

A new, pioneering training course for Security Control Room operators has been launched by CPNI As the national technical authority for physical and personnel protective security, the Centre for Protection of National Infrastructure (CPNI) has launched a new course for security control room operators. The course and associated guidance produced by CPNI enables businesses and organisations to plan, prepare nd respond to terrorist incidents, increasing the capabilities of Security Control Room operators and other security personnel. Uniquely based around research undertaken since 2017, the course offers world-first immersive exercises that simulate multiple terrorist incident scenarios, enabling delegates to practice decision-making in real-time, as if they were in a real control room. The course is informed by the recently updated guidance, developed through detailed analysis of previous terrorist incidents, extensive research that has included live simulations of attacks (as part of CPNI’s ASCEND trials) and surveys of existing Command and Control capabilities. The importance of security control room operators Through five years of research, we have found that most casualties in a terrorist incident occur within the first few minutes. In the initial period before emergency services have arrived on scene, the security control room is the front line of defence, leading and organising the initial response to the terrorist incident. Every second counts during an attack and every second that passes is an opportunity to keep the threat as far away from people as possible, assist those who need urgent help and assist the emergency services. Effective command and control is critical to mitigating the impact of terrorist incidents. Sites are unlikely to provide an effective response to a terrorist incident unless: Security control rooms are provided with the appropriate equipment, policies, and procedures. Operators are given the necessary training and time to practice and exercise the response. A need for better preparedness However, CPNI’s research has shown that UK businesses and organisations are not sufficiently prepared for terrorist incidents. Security Control Room operators are often unclear on what tasks need to be completed and whose responsibility each task is, resulting in duplication of effort and essential tasks. Terrorist attacks are perhaps the most challenging types of incidents an organisation will ever face. Fortunately, they are also rare, and most people will never encounter one. Training and rehearsal are often the only ways for SCR operators to gain and practise the necessary skills. Where and when The course is specifically designed for operators who work in Security Control Rooms within National Infrastructure sites and crowded places. It is also valuable for those directly responsible for the SCR operators. Over 120 delegates have attended pilot courses in 2022, including operators from transport, retail, sports stadiums and arenas, major events, office buildings, government buildings and other Publicly Accessible Locations across the country. Their feedback confirmed the need for the course and particularly the value of the fully immersive exercises in making operators more knowledgeable, more confident, and more experienced in acting appropriately, fast and effectively. Regarding the course, a CPNI spokesperson has said: “Our goal is to make Security Control Room operators across the country feel as ready as possible to respond to a terrorist incident, as this is crucial to ensuring the safety of the British public. Understanding responsibilities, and a quick response can only be achieved by being well prepared. “Existing training courses tend to consist of “tabletop exercises”, but our new course is the first to be informed by comprehensive research and offers delegates realistic immersive exercises to give them practical, hands-on experience of operating under the pressure of simulated terrorist incidents. We have received fantastic feedback from recent attendees and look forward to working with many more security control operators over the coming months and years to enact our belief that acting fast saves lives.” The 5-day course only hosts a small number of delegates at a time (maximum 24) to enable them to get the most out of the experience as they are supported by expert trainers. Licensing SAVI work with NTIA on spiking awareness

With the new academic year underway, bringing with it a wave of new students, Licensing SAVI have been working with the Night Time Industries Association to raise awareness amongst those working in nightlife settings of the latest safety advice when it comes to spiking. Licensing SAVI have been working with the Night Time Industries Association – a Trade Association and Membership Organisation that promotes the unique contribution of The Night Time Industry in the UK and internationally – with the production of posters highlighting the issue of spiking, taking every report seriously, giving advice around both its prevention and recognising the symptoms of spiking. Mark Morgan, who runs the Licensing Security and Vulnerability Initiative (Licensing SAVI) said: “We’ve seen a lot of adverse media in relation to drink spiking within licensed premises over the past year, which is of real concern at a time when there is such a focus upon the safety of women and girls in particular. “We have been working with the National Police Chiefs’ Council to support venues in tackling recent spiking trends and have written good practice guides for venues and customers. Alongside this, we have worked with behavioural scientists from the National Crime Agency to develop offender-focused posters and digital screen displays, targeting those most likely to cause harm and moving away from traditional ‘victim blaming’ campaigns. We’ve also supported newly produced posters with the Night Time Industries Association to promote awareness of how staff at licensed premises can support victims and prevent spiking. “There are simple steps which can be taken to avoid this, from venues displaying prominent signage reminding customers not to leave their drinks unattended and not to accept drinks from strangers; training all staff in the danger of drinks being spiked – remember alcohol is the most common form of spiking, so confirm that the person actually drinking wants double measures etc when ordered, encourage staff to monitor unattended drinks; making all staff aware of the types of vulnerability, what they can do to reduce vulnerability and the necessity to provide immediate assistance to any customer feeling dizzy, disorientated or showing signs of intoxication.  If anyone is acting suspiciously around unattended drinks, ask them to leave or call the police immediately if spiking is suspected.  Venues can also consider providing stopper devices, such as lids to put on drinking vessels, which can reduce the risk of a drink being spiked. “For customers, if your drink has been spiked, it’s unlikely that you’ll see, smell or taste any difference, albeit some drugs may taste slightly salty or smell unusual.  If you start to feel strange or feel that your drink has had more of an effect on you than it should have, get help immediately.  Try to avoid drinking too much alcohol, particularly when in unfamiliar surroundings as you could make risky decisions and become less aware of potential danger.  Never leave your drink unattended and keep an eye on your friends’ drinks.  Be careful about accepting a drink from someone you don’t know. Think about drinking bottled drinks and avoiding shared drinks.  Please don’t provide personal details, especially your address, to someone you’ve just met.  You should plan your nights out and travel arrangements, using only recognised travel routes and providers. Spanish Architects partner with ASSA ABLOY

Fenwick Iribarren Architects have many years’ experience working with BIM. They have benefited from its transparency on projects in Spain and abroad. For Campus Acciona, a landmark new business and office development in the Hortaleza neighbourhood of Madrid, they sought a trusted BIM partner to streamline the specification process. According to Javier Iribarren, BIM brings many collaboration advantages to complex workflows: “Projects are much more coordinated between the different disciplines, resulting in a more developed project arriving on site,” he explains. “In a few years it is going to be the only way of developing these projects.” For their Madrid project, Fenwick Iribarren aimed to save time in coordinating specification and parameters between building materials and their Revit design.
