Against stiff competition, the CCTV operating team based at the London Borough of Bexley has been awarded ‘Best Use of Technology’ at the 2012 national British Security Industry Association (BSIA) Security Personnel Awards. Since March 2010 the borough has partnered with Siemens to outsource their entire CCTV operation including management, staffing and technology into a single contract over a 10-year period.

The key focus of the outsourced CCTV service is to create a safe environment across Bexley for residents and visitors, as well as reduce the fear of crime. In 2011 Bexley became the safest borough across London and saw the largest drop in burglaries and violent crime across the capital.

Critical to the success of the project has been the effort and dedication of the CCTV operating team and Siemens partnered with manning service specialist, Wilson James, to deliver a professional manned team. To closely monitor the whole operation, Siemens sets stringent key performance indicators for the operators and the technology that are electronically recorded and cannot be modified, these have not only been met, but in many instances exceeded.  The operators manage multi cameras, monitored across 4 town centres and housing estates, as well as providing remote monitoring services of commercial premises that are as far away as Leeds.

The team has demonstrated considerable skills and a proactive approach in dealing with a wide range of situations, in particular crucial CCTV evidence relating to major crimes and the tracing of vulnerable, high risk missing persons. Their performance has already led to a Police Borough Commander’s and Senior Investigating Officers’ (Murder Squad SCD1) Commendation and their efforts have been recognised by the wider police force and public across the borough.

Police statistics substantiate the performance of the London Borough of Bexley’s CCTV service, while the monthly key performance indicators demonstrate the high level of activity that the team undertake and savings made to the public purse.

Cllr Katie Perrior, Cabinet member at the London Borough of Bexley with responsibility for community safety, commented: “We are delighted that the efforts of the Bexley CCTV team have been recognised by the BSIA. The purpose of outsourcing our CCTV services was to enable the borough to harness advanced technology and expert staff to further reduce crime and manage community safety, whilst reducing long term costs and improving the efficiency of the service. This fusion of technology and manpower has enabled us to become a centre of excellence for CCTV and provide services to other public and private sector organisations.”

Dave Pickles, UK managing director of Siemens Building Technologies, added: “We would like to offer our warm congratulations to the whole team. This award is well deserved and a fitting tribute to a project that has brought together the very best in technology and manpower to enable the London Borough of Bexley to reduce their costs and improve efficiencies.”
