Andrew Rennison, the forensic science regulator, who has recently been appointed the first ever Surveillance Camera Commissioner in the UK is the keynote speaker at the Global MSC Security seminar to be held at the Queens Hotel in Leeds on Tuesday 13th November 2012.
The post of surveillance camera commissioner was created by the Protection of Freedoms Act, passed earlier this year and gave the public more power to challenge the use of surveillance cameras by police and local authorities through the creation of a new code of practice. This follows a public outcry where it was alleged individuals were being followed by expensive crime prevention, public space CCTV cameras and prosecuted for low level offences such as littering, dog fouling and fly-posting.
A part of this act came into effect on 1st November 2012 unnoticed by many. This law has now been effected preventing local authorities from authorising the use of such cameras for ‘directed surveillance’ to investigate disorder or other low-level misdemeanours that does not involve criminal offences, except with the authority of a magistrate.
Additionally, the CCTV National Standards Forum (CNSF) a newly formed organisation with the aim of providing a source of independent and expert advice to the Government is also speaking at the event. Membership comprises of representatives from The Security Institute, The Association of Chief Police Officers (ACPO), The Association of Train Operating Companies, Public CCTV Managers Association, Association of Security Consultants, Retail, Health and Educational establishments and many others who have first-hand knowledge of CCTV operation and management.

David Spreadborough – Cheshire Constabulary developed national training in CCTV investigation and CCTV retrieval and is working with Liverpool John Moore’s University in the development of Forensic CCTV Analysis
Richard Bell – Transport for London (TfL) Fraud & Security Department
