Hampshire Constabulary enter digital age

As communities become more digitalised, the need for officers to interact with even greater volumes and more diverse forms of digital evidence is on the rise. In the first two months of 2022, Hampshire Constabulary collected over 11,000 pieces of digital evidence from businesses and citizens. Stephanie Wilkins, Digital Evidence Management Support Coordinator, Hampshire Constabulary, estimates that each piece of evidence collected and processed typically consumes an hour of an officer’s time. Collecting CCTV video requires an officer to travel to the business location, request a copy of the video, wait for it to be downloaded and copied, and then make the return trip back to the station, often to find that the proprietary video is not in a playable format. Gathering evidence from citizens can be similarly problematic. For example, accessing evidence from a mobile phone would typically require an officer to confiscate the device for a period of time (hours or even days) in order to download evidence, something few citizens are eager to do. Finally, sharing evidence with the CPS (Crown Prosecution Service) was a challenge too, especially when it involved complex files. “It was a constant source of frustration for officers who needed to manually upload individual images to NicheRMS, then compress into a template, because they could only send images that were less than one megabyte,” added Wilkins. To address these challenges, Hampshire Constabulary, and other SERIP forces, have deployed the NICE Investigate Digital Evidence Management Solution. Running on the secure Microsoft Azure Cloud and part of the Evidencentral suite, NICE Investigate is a one-stop solution for automating manual processes around the collection, management, analysis and sharing of all types of digital evidence. Now, instead of traveling to sites to physically gather CCTV footage, officers collect it without leaving the office. Businesses register their cameras in NICE Investigate which geolocates them, along with their contact details. When a crime occurs, officers view camera locations on a map and send out an electronic request for the footage. The business simply uploads the files into NICE Investigate’s secure portal, where they are virus-checked, automatically converted to a playable format and deposited into an electronic case file for immediate viewing. The Constabulary has also taken the lead in an initiative to encourage national retailers and independent stores to register their cameras, to make video more readily available to other forces across England and Wales. Wilkins explains: “By encouraging retailers to register their cameras it will help us and other forces better support the business community in their quest to prosecute organized and opportunistic crimes that are committed against them.” The process of soliciting evidence from citizens has also been greatly simplified. With NICE Investigate, an officer can create and share a public appeal with the community in a matter of minutes. Appeal pages are created and published in the NICE Investigate Community Portal with a ‘Respond to the Appeal’ . The appeal can be posted on the force website, and links shared on social channels and the media.  Security Buyer Middle East catches up exclusively with Hoda A.Alkhzaimi, President, Emirates Digital Association for Women and Ambassador of WAI UAE  Please introduce yourself and what you do?  I have 17 years’ experience in industrialisation and economic development projects. This led and motivated several tech-based industrial investments in the UAE and internationally.  I am the President of Emirates Digital Association for Women, a non-for-profit organisation endorsed by the Ministry of Social Affairs in the UAE. This association supports national and international initiatives that aim to empower sustainable economic investments and development for diverse communities with specific focus on inclusivity initiatives. This includes, yet not limited to, establishing, and creating ecosystems that support sustainable business development in the UAE and the international scene which supports economic indigenous growth of local economies.   The Emirates Digital Association for Women (EDAW) was founded in 2014, how has the association grown since?   The association has been initiated by passionate females who are professionals, academics, scientists, engineers and artists. We wanted to regulate the public norms, improve and better represent the narrative about women in the fields of STEAM (Science, technology, engineering, arts and mathematics) on a regional and international level. As there was a misguided notion at the time that women in the region were underrepresented in these fields, the core founders of the association aimed to improve the opportunity map for women within these technical fields. Since then, we have established a rapid and stable growth map in terms of the diverse opportunities offered for women and the wider community (not just women) in competitive global environments.   What role does EDAW play in the security industry in The Middle East?  Security is a critical growing field that represents a diverse industry requiring multiple fields within the different disciplines represented within STEAM. For that purpose, as any emerging technology pillar EDAW has focused since day one to grow the talent pool within the community in a solid and long-term prospect. This dictated building a strategy to cultivate return of value where we focused on building programs dedicated to establishing core technical expertise within the field, establishing scholarships for female, children, youth and diverse community members to be part of global technical trainings, endorse building Non for profit additional efforts in the region for women in security fields and establishing cutting edge knowledge pool for women withing the field to fast track them into specific career opportunities within top industries.   EDAW contributed with other partners within the UAE government and within the different ecosystem industrial and academic players to lead a multi stakeholder approach in levelling the opportunity map for females. In short, we don’t work alone, and we always lean on collaborative ecosystems to build opportunities that are competitive and first of kind in the region and globally.  The Middle East has come a long way in supporting women in the industry, what further challenges do we still face?   One of the main challenges that we continue to face within the region is building structural support for essential foundational programs for STEAM that are holistic and diverse in return of value. Cloud-managed sailing locks by ASSA ABLOY

Many businesses know this problem. Securing dispersed sites poses specific problems for facility managers. Cylinder replacements when a key goes missing often involves travel and high expense. Any alternative access control system which relies on electricity can be hard or impossible to use in remote locations. Battery-free, wireless electronic locks, managed remotely via cloud software, help meet these challenges. Näsijärvi Sailing Club in Finland has multiple bases all over Lake Näsijärvi, some located up to 2 hours’ sail from each other. Many mechanical “skipper keys” were in circulation, which allowed club members to unlock and use these facilities. However, keyholder registers and many traditional mechanical keys’ whereabouts were no longer up to date. This presented a security challenge which neither mechanical security nor traditional access control could solve. The sailing club were seeking a solution to increase their security and at the same time save  effort and costs. For a new, more efficient solution, the Sailing Club sought a programmable digital key system to help them regain control over facilities’ security. They needed wire-free locking devices suited to the club’s remote locations, with power provided by the user key. To manage everything, they required software which enables system management tasks to be completed from anywhere: a system which makes it easy to remove access rights from any missing keys and audit trail capabilities, so security administrators can check access logs if an issue arises. More control with programmable smart keys Näsijärvi Sailing Club chose PULSE key-operated access control solution from ASSA ABLOYs group brand ABLOY for securing their premises and managing access for club members. Around 55 PULSE cylinders have been deployed across various Sailing Club locations. Authorized members now carry an individual key which opens all their permitted PULSE locks around the lake. Why is PULSE the best fit for clubs with remote sites? PULSE locks are ideally suited to an environment like Lake Näsijärvi, where access points are scattered. They generate all the electricity they need to power lock electronics from the key thrust. This innovative energy harvesting technology means neither cabling nor batteries are needed, which saves running and maintenance costs for the Sailing Club. The PULSE cylinder range includes door locks, cam-locks, furniture locks and padlocks which can operate outdoors in the harshest climates. Almost any cylinder can be switched for a PULSE device and connected without wires or drilling. Another advantage is that a PULSE system is so easy to manage. The club administer it for themselves, saving them additional management costs, too. Secure facilities may be hours away by boat: PULSE saves wasted journeys. “The PULSE system allows keys to be updated and disabled at any time via readers and the cloud service,” says Ari Karjalainen, CEO of Ajan Lukko Lock and a member of Näsijärvi Sailing Club. Incidents are easy to investigate by consulting key or lock audit trails: “In cases of vandalism, the access register can be used to check whose key has been used to visit the premises and when,” adds Karjalainen.
