Alfie Hosker, Technical Manager for Secured by Design explores the growing necessity for product certification that eases prevention of both crime and fire  Is Secured by Design exclusively focused on doors and door hardware, or do you cover a broader range of products?  Secured by Design’s scope extends beyond doors and door hardware. While apartment doors, especially fire-resistant ones, are crucial, we cover a wide range of products. Our focus ranges from individual components like hardware, cylinders, and handles to broader categories such as vehicle crime prevention and asset marking products. For instance, you can find products for securing bicycles or vehicles, as well as solutions for hostile vehicle mitigation. We also engage in counter-terrorism efforts, addressing windows and various alarm systems. In essence, any product that offers a crime prevention benefit and can meet our acceptable standard falls under our purview. Products that meet our standards are referred to as “police preferred specification,” signifying that they align with our standards and are acceptable for use.   With your involvement in the Grenfell Tower Enquiry, you mentioned how doors, especially in high-rise buildings, are crucial not only for fire safety but also for the security of residents and assets?  It’s essential to emphasize that any guidance or recommendations we provide take into account the input of relevant stakeholders who possess expertise in various aspects. When we consider doors, particularly those in flat apartments, we must balance the requirements of security, fire safety, and smoke control. It’s crucial to ensure that a door is fit for its intended purpose without compromising one aspect for the sake of another.  It’s worth noting that just because we’re associated with the police, it doesn’t mean we act unilaterally. Going forward, we highly value collaboration with various stakeholders. As you rightly pointed out, it’s essential. So, moving ahead, we work closely with the fire brigade to ensure that the security features of a door don’t pose obstacles to the fire brigade’s access. Additionally, we consider other aspects such as access control systems within the building or on apartment block floors. It’s vital to recognize that many buildings, especially in major cities like London, Birmingham, and Leeds, are tall structures with substantial foot traffic. Consequently, we also focus on access control measures to prevent unauthorized individuals from loitering, ensuring safety and reducing opportunities for antisocial behavior or burglary within the flats.  However, the overarching objective here is to ensure that when there’s a requirement for fire and smoke resistance, those requirements are met. If a property seeks “Secured by Design” approval, it must adhere to a unified scope certification. This certification encompasses enhanced security, fire resistance, and smoke control, all tested and certified within the same door. This means it must demonstrate competence in specific performance criteria, like withstanding 30 minutes of fire, handling a certain volume of smoke, and maintaining integrity under certain temperature conditions. From a policing perspective, we expect our member companies to provide this certification or seek police sign-off, which involves third-party certification. In this process, an approved body conducts yearly audits, constantly monitoring the company and subjecting their products, like doors, to rigorous testing to ensure they remain fit for purpose.  Furthermore, it’s essential to emphasize the significance of proper maintenance and installation, not only in high-rise flats but also in various settings. Even if a product is designed to meet security, fire, and smoke requirements, incorrect installation or the use of inadequate components during maintenance can compromise these critical aspects. To sum it up, the key takeaway is that having all these factors consolidated into a single scope of certification minimizes confusion regarding a door’s capabilities. This document serves as a clear testament to the door’s fitness across a range of performance requirements, including enhanced security, fire resistance, and smoke control.  You’ve highlighted an intriguing point about balancing the need for security with the necessity for firefighters to access a building during emergencies. Building on this collaborative approach, Secured by Design, the Fire Door Inspection Scheme, and the Door Hardware Federation jointly produced aw document titled “The Guide for Selecting Flat Entrance Door Sets.” Could you shed some light on the purpose and contents of this document?  The collaborative effort of Secured by Design, the Fire Door Inspection Scheme, and the Door Hardware Federation resulted in the creation of “The Guide for Selecting Flat Entrance Door Sets.” This document was crafted with the intention of providing valuable guidance and insights to professionals within the industry.  The guide aims to assist individuals involved in selecting flat entrance door sets, such as building managers, architects, and other stakeholders. It offers a comprehensive resource that addresses various aspects related to these door sets, including factors like security, fire resistance, and smoke control. Essentially, it helps streamline the decision-making process by offering a consolidated source of information that covers the crucial elements necessary for selecting the right door sets for specific applications.  In essence, this collaborative document facilitates informed decision-making and promotes best practices within the industry, emphasizing the importance of selecting door sets that meet the highest standards across all relevant criteria.  Do you update either the document or the Secured by Design certification to address new criminal tactics or techniques? Is this something that you regularly monitor and adapt to?  Our approach is to stay vigilant and adapt to evolving threats. For instance, our police-approved standard PAS 24, which is designed to address the lowest level of security risk for a full door set, has gone through multiple iterations since its inception. The most recent update is PAS 24:2022, which our member companies are currently undergoing.  As you rightly pointed out, we keep a close eye on industry developments and updates to relevant standards, whether it’s related to security, fire safety, or enhanced security. Public Law Enforcement/Private Security Partnership Day Announced

ASIS International, the National Sheriffs’ Association, and the International Association of Chiefs of Police, announce the formation of the Annual International Public Law Enforcement/Private Security Partnership Day. The International Association of Chiefs of Police (IACP), the National Sheriffs’ Association (NSA), and ASIS International (ASIS) are very pleased to announce the initiation of the Public Law Enforcement/Private Security Partnership Day. Public-Private Partnership Day is a long-term collaborative effort between all three founding organizations and was approved by the boards of directors from all three partner organizations. It will occur on the fourth Thursday of April every year, with the inaugural Public-Private Partnership Day occurring on Thursday, April 25, 2024. The mission of Public-Private Partnership Day is to foster and support the development of strong, robust, and enduring partnerships between the public safety community and the private security professions. A shining example of such a partnership is the New York City Police Department (NYPD) SHIELD program, a public-private partnership liaison program between the NYPD and New York City’s private and public sectors that has been instrumental in the fight against terrorism and criminal activity. The program has led to significant improvements in public safety and has become a model for similar programs globally. Through these partnerships, leaders in the private security profession can collaborate with the leaders of the law enforcement and public safety community, and vice-versa. The result of this collaboration and knowledge-sharing has significantly improved the level of safety, security and protection of people, property, and information. Building and maintaining strong public-private partnership programs is essential in fighting the ever-increasing onslaught of all global criminal activity, from theft, to terrorism, to massive and crippling cyber-attacks. Sold Secure & SBD collaborate on IoT security products

The Product Security and Telecommunications Infrastructure Act 2022 has been enacted into law, receiving Royal Assent on 6th December 2022, with businesses needing to be compliant with the Act by 29th April 2024. The new law applies to all consumer IoT products, including connected safety-relevant products such as door locks, with a requirement for manufacturers, importers and distributors to ensure that minimum security requirements are met in relation to consumer connectable products that are available to consumers. The national police security initiative, Secured by Design (SBD), launched the Secure Connected Device accreditation scheme in 2022 in response to the pending legislation, coupled with a growing demand from industry and current members seeking to gain SBD accreditation for IoT products.  The SBD Secure Connected Device accreditation scheme, developed in consultation with the Department for Digital, Culture, Media & Sport (DCMS), helps companies to get their products appropriately assessed against all 13 provisions of the ETSI EN 303 645 standard, a requirement that goes beyond the Government’s legislation so that companies can not only demonstrate their compliance with the legislation but protects them, their products and customers. The SBD Secure Connected Device IoT Assessment identifies the level of risk associated with an IoT device and its ecosystem, providing recommendations on the appropriate certification routes with one of our SBD approved certification bodies. Sold Secure, the Master Locksmiths Association (MLA) test house that is dedicated to reducing the risk of crime by the assessment of security products through manual attack testing, will be working with SBD to ensure that products that require it are certified to cover both mechanical and smart security. Michelle Kradolfer, the Internet of Things (IoT) Technical Officer and the lead for Secured by Design’s Secure Connected Devices accreditation, said: “With the rise in IoT and smart devices being sold in the UK market, a popular one being smart locks, it’s important for companies to ensure their IoT products are built as securely as possible and an integral part of doing so is getting their products appropriately assessed and accredited. “I am delighted to have Sold Secure, a leading test house within the lock industry, supporting our Secure Connected Device accreditation scheme and encouraging companies to focus on the cyber security side of their smart products as well. Record numbers at World Police Summit

Over 13,500 law enforcement professionals and security experts gathered in Dubai for the premier event in the global policing, security and law enforcement calendar, the World Police Summit. Organised by Dubai Police, the second edition of the World Police Summit provided a platform for the international policing community to discover new strategies, share experiences and best practices, explore new technologies and develop communal approaches to the challenges faced by police and law enforcement agencies worldwide. The conference was opened by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, who praised the UAE security forces for their efforts to maintain security and combat crime and their constant keenness to work with police agencies from across the world, as demonstrated by the hosting of the World Police Summit. The second edition of the event took place against the backdrop of a rapidly evolving criminal landscape – with increasing rates of crime taking place across borders and technological innovation transforming the operations of criminal organisations. The evolving criminal landscape has heightened the importance of international co-operation between Law Enforcement Agencies and other security professionals, and the World Police Summit is a critical platform to enable the co-operation required to make the world a safer place. Addressing delegates in the opening ceremony, His Excellency Lieutenant General Abdullah Khalifa Al Marri, Commander-in-Chief of Dubai Police echoed H.H. Sheikh Hamdan bin Mohammed comments about co-operation, telling delegates that “As part of our commitment towards assisting friendly nations and international organizations, the UAE, represented by the Ministry of Interior and Dubai Police is proud to have helped our international partners to arrest hundreds of fugitives and disarm tens of criminal organizations over the last two years”. The Commander-in-Chief also unveiled Dubai Police’s record-breaking results from international operations that took place between 2020-2022, which culminated in the arrest of 597 international fugitives from more than 101 countries. In a similar vein, Jürgen Stock, INTERPOL Secretary General told the conference that: “Tensions are rising internationally, crisis are bringing national priorities inward and toward more traditional comfort zones. Yet that is precisely where global solutions are most needed. That is how we forge and enhance partnerships, that is how we ultimately bridge security gaps across regions, sectors, actors and geopolitical blocs.” In the Financing Crime and Anti-Money Laundering conference, sponsored by UAE’s Executive Office of Anti-Money Laundering and Counter-Terrorism Financing, Jonathan Joyce, Supervisory Special Agent Federal Bureau of Investigation, explained the importance of international co-operation in the context of AML specifically, telling the audience that “As we know, investigations can take time and money flows very quickly. Criminals use jurisdictional boundaries as ways to get away with crime. It’s through cooperation, MoUs and informal relationships as well as formal relationships, that we are able to either stop the funds, freeze them and return them to the victim or begin communication for further investigative action.” And speaking as part of the Anti-Narcotics conference, Hideaki Ito, Deputy Director, Drugs and Firearms Division, Japan’s National Police Agency, highlighted a successful operation that was enabled by information sharing between Dubai Police and the NPA: “last December, Dubai Police gave us information about methamphetamine being concealed in a passenger’s baggage on a flight to Japan. Based on this information, we were able to arrest the criminal who smuggled the drug to Japan and seized about 2.4 kg of methamphetamine.” On the exhibition floor, the over 170 exhibiting companies had the opportunity to connect, network, and partner with new and existing customers, and discover the products and technologies with the potential to transform their businesses. World Police Summit Agenda

As you might expect from one of the largest police conferences in the world, the World Police Summit offers a jam-packed agenda spread out over the course of three days. Depending on your area of expertise: be it Anti-Narcotics, Crime Prevention, K9 or many more from the extensive topic list, there will always be a session you can attend and meet with other like-minded members of your market.  One of the many conference topics, as mentioned before, is Crime Prevention. The World Police Summit’s Crime Prevention Conference will provide a high-level platform to examine the immediate priorities facing police forces and law enforcement agencies in the wake of shifting crime forms, the availability and access to sophisticated technologies, and altering criminal motives.  Convening international police chiefs, government leaders, policymakers, and influencers from the entire policing and law enforcement spectrum, the conference will facilitate the development of future ready strategies to enhance public safety and security in the communities they operate in and foster partnerships to thwart cross-border crimes. There will be several subtopics up for discussion included in this conference, including Crime and Criminal Justice, Financial Crime and Anti-Money Laundering and Cybercrime. The morning period will be host to a multitude of short keynote sessions – about 20 minutes long each. Just before lunch on day one will see a leadership panel about policing future societies, with more interviews and keynote sessions after a brief break. Rinse and repeat for day two and you’ve got yourself an event that promises to provide you with the necessary information and insight to take your business to the next level.  Visitors can also expect a similar quality of insight and information at the Anti-Narcotics conference. The world is experiencing a rise in the use of drugs and psychotropic substances triggering an increase in novel supply markets to meet the burgeoning demand. As new avenues of drug trafficking emerge, police forces and law enforcement agencies have begun collaborating to thwart the supply chain channels. Additionally, governments and public health agencies must equally remain cautious and work with law enforcement agencies in educating communities on the ill effects of drugs to nurture an addiction-immune generation.  The Anti-Narcotics conference will feature high-level dialogues that will shed light on the intricacies of drug trade across economies and examine forward-looking programmes to augment community awareness of the ill effects of psychotropic substances, counter addiction, and support rehabilitation.   The first day of the Anti-Narcotics conference will be host to two workshops in the morning for an hour each, with some hour-long sessions taking place on day two. What to Expect from World Police Summit

The World Police Summit kicks off from 7-9 March, with some of the most influential global exhibitors and speakers from the security and defence space  With Intersec having just passed us by, with a successful show full to the brim with innovative speakers and exhibitors, you would think the security and defence industry in the Middle East would take a moment to breathe – and yet, Dubai comes back in March with yet another huge security show in the World Police Summit.
